A former dairy town north of Long Beach, incorporated in 1957, where farm parcels became a mix of single-family streets, duplexes and small multi-unit lots. Adding units to existing properties drives most of the survey requests.
Bellflower was named for the Bellflower apple grown in its early orchards, and later became a center of Southern California dairying, with as many as 250 dairies at its peak. After the Second World War rising land values pushed the dairies out, the farms were subdivided, and the city incorporated in 1957. What was left is a patchwork: single-family streets, duplexes, courts of small units and older houses on parcels that were never part of one uniform tract.
Much of Bellflower's housing growth now happens on lots that are already built on. State ADU law and the city's own rules let owners add a detached unit as close as four feet from the side and rear lines, and lots zoned for multiple units can add more than one. On an irregular older parcel with a house, a garage and sometimes a second dwelling already standing, that four feet leaves no margin, and the fence is rarely a safe reference.
The Bellflower bike trail follows a former Pacific Electric right-of-way through town, a corridor now planned for a light rail line. Lots that back onto a long rail corridor are exactly where old fences, sheds and planting creep over the line, and where buyers and planners both want it pinned down.
The ADU site survey is the most frequent request, usually with a boundary survey to fix the lines first. Owners with two dwellings on one lot ask about a lot line adjustment, and small apartment builders need a topographic survey, construction staking and an as-built survey. Commercial parcels on Bellflower Boulevard bring ALTA work, and elevation certificates are rare, mostly for lenders on the river side.
